CABINET BRIEF

The Cabinet today considered the proposal for the establishment of a Special Tribunal. Meeting under the Chairmanship of President Mwai Kibaki at State House Nairobi, the Cabinet considered the proposal that has two components, namely;

1. The Constitution Amendment Bill that will make provisions to enhance the capacity of the tribunal to conduct investigations and prosecutions in an effective manner.

2. The Special Tribunal Bill which seeks to establish a Special Tribunal to investigate and prosecute those bearing the greatest responsibility for the post-election violence.

Both bills were discussed and a special session of cabinet will be held next week to discuss the way forward after cabinet members have had time to study the two proposed bills.

Today’s meeting also discussed and approved implementation of the Nairobi Urban Toll Road Concession. This will now be forwarded to parliament as stipulated by the Public Road Tolls Act.

The concession will cover the Machakos turn-off –Athi River-JKIA-Westland’s to Rironi. The Nairobi Urban Toll program includes the Southern by-pass from St. James Hospital along Mombasa Road to Kikuyu.

The concession also incorporates the construction of an elevated road from Nyayo Stadium to the Westland’s round-about.

The Cabinet also approved the Kenya Pipeline Company capacity enhancement project to enhance transportation of oil from Mombasa to Nairobi and Western terminals in Nakuru, Eldoret, Kisumu and the neighbouring countries.

The capacity enhancement project will entail construction and extension of a new 14-inch oil pipeline from Nairobi to Eldoret.
